Biography

Eoghan Ryan is Director of Planning and Strategic Development with Kildare County Council, with overall responsibility for Forward Planning, Development Management and a Strategic Projects and Public Realm Team, a position he has held since 2019.  As part of this role, he engages with the Department of Education on the identification of key sites for schools in County Kildare, negotiating on their delivery in this dynamic and fast growth County where there are challenges ensuring that social infrastructure keeps pace with residential development.

Eoghan is a professionally qualified Urban Planner and Urban Designer, who has worked for much of his career as a Head of Planning and Urban Design in a Semi-State Body (the National Building Agency Ltd) providing services for local authorities and other public bodies, preparing statutory development plans, local area plans, masterplans, urban renewal strategies, urban tax incentive schemes, urban frameworks/guidelines, site development briefs and design review services.

Eoghan has also worked in two Government Departments in a number of senior management roles – briefly as a Senior Planning Advisor with the Department of Housing, Heritage and Local Government, and as Principal Officer with the Department of Social Protection, where he was responsible for facilities/property management, procurement and project management of capital projects; and later as Divisional Manager for Dublin South Mid Leinster, responsible for the delivery of all front line services (income supports, employment activation, community employment schemes and community welfare services) across South Dublin, Dun Laoghaire Rathdown, Wicklow and Kildare.  This latter role provided a unique insight into a variety community development initiatives.

Eoghan is also a Director of the Allenwood Community Development Association Ltd and a Director of K-Leisure (sports, leisure, gym and swimming pool facilities in County Kildare).
